Youth Cultural Expression Funding
Applications are now open for groups who wish to deliver a Youth Cultural Expression Programme in the targeted areas identified below
Applications will open at 4pm on 22nd May 2023, completed applications must be submitted to the Education Authority no later than 12pm on Friday 2 June 2023.
About the Youth Cultural Expressions Programme Funding
- Funding has been made available by The Department of Education for the provision of A Youth Cultural Expression Programme.
- This Programme aims to deliver positive community relations through youth work interventions in communities that have not previously, or have only partially, participated in peace building and reconciliation activities.
- This programme works with communities to build sustainable peace and prosperity in areas suffering from high levels of economic and social deprivation, where there are low levels of engagement in peace building and where the Peace Process has delivered limited benefits.
Youth Cultural Expressions Funding Guidance and Information
The Youth Cultural Expressions Programme uses group work methodology and therefore should engage a minimum of 12 and a maximum of 15 young people engaged in Bonfires where there may be heightened tensions, social unrest or contentious or who are at risk of negative influences and radicalisation in a youth work programme that consists of:
- Personal and Social Development
- Leadership development
- Confidence building in cultural expression
- Diversionary activity
- Social Action
- Enhanced Personal Capabilities
- Increased confidence and self esteem
- Development of thinking skills, life skills and work skills
- Decision-making
- Planning and problem solving
- Leadership and communication
- Increased Participative Action
- Increased sense of belonging to community
- Positively influenced others, advocates on behalf of others or takes on a representative role
- Active Citizenship
- Volunteering
- Increased awareness of local and global issues
- The programme should engage a minimum of 12 and a maximum of 15 young people
- Young people who are vulnerable to negative influences and radicalisation.
- Young people involved in Bonfires where there may be heightened tensions, social unrest or contentious spaces where the young people may become involved in behaviours that put them at risk.
- The programme specifically targets young people in the age range 9 – 13 and 14 – 18 years, evidence would suggest it is mainly young men aged 14-18 who this programme should be targeting.
Applications are invited from Voluntary Youth Organisations who meet the following criteria;
- Registered as Local Voluntary Youth Organisation for the 2023-24 period with EA Youth Services.
- Be in receipt of Local Area Based Funding for the 2023-2024 period and confirm that this will be additional delivery to their current agreed award
- Have a good track record in delivering youth projects on the theme of at risk young people, completing financial monitoring, and submitting returns by set deadlines.
The Maximum available award is £17,500 which can be used to cover staffing, programmes, overheads costs and a young person lead social action project.
- Applied for funding as part of your application can not be reprofiled, therefore applicant organistions must ensure they only apply for what they need to deliver their project.
- All unspent funding must be returned at the end of the project.
Staffing costs
Staff Costs are provided for within this programme and must in line with JNC terms & conditions and payscales.
Social Action Project
The programme will provide up to a maximum of £5000 per project to support the delivery of a Social Action Project.
Programme Costs
The program will provide up to a maximum of £7000 to support programme costs to the delivery of actions in support of:
- Personal and Social Development
- Leadership programmes
- Diversionary activity
- Residential experiences
- Accreditation
- Applications are open from 22 May 2023 and closes on Friday 2 June @ 12.00pm. Late applications will not be considered for assessment.
- Organisations will notified of the application outcome 2 June 2023.
- The Youth Cultural Expressions Programme should run during the period of the 5 of June 2023 to the 30th of September 2023, particularly on weekends, evenings, and during times of community events.
- Programme must engage children and young people for a minimum of 12 weeks within the delivery timeframe noted.

Reporting on Outcomes
At the end of the project each successful organisation will be required to complete an end of project report providing the evidence outlined in this section
This section provides an outline of some of the statistical data that will be requested as part of the end-of-project report;
- Numbers of Young People Engaged by age and gender.
- Number of face-to-face hours delivered per month.
- Summary of collated baseline and end-of-project evaluation data
Successful organisations will be required to provide a narrative summary and feedback that will be issued by EA under the following headings:
- How the Programme has impacted your community.
- How the programme has impacted the young people who participated.
- Challenges faced during the delivery of the programme and how they were overcome.
- Recommendations to improve the programme.
Successful organizations will be required to provide a short case study as part of the end of project report this can be:
- About a key challenge in the project
- About the development of an individual or group of young people because of the project

A link to complete the report online will be forwarded to all successful applicants with the report due by the 27th October 4pm.
